The Federation is rated as Index 23. However upon the alliance with the Dominion, the Cardassian Union is now rated at Index 24.
The industrial base is at Cardassia Prime. Major industrial sites are also found on ~15 other worlds and also 150 orbital and interstellar facilities.

The Cardassian scientific capability is comparable to other civilization in the Alpha and Beta Quadrants. The average time lapse for newly discovered principles to be put into practical use is 5-7 years, based on previous advancements. The current bias is towards militaristic innovations.
